having access to these option can really improve the performance. for example, being able to alter the voltage which would allow you to give more energy to your card, allowing for higher overclocks!

And for the DX10 and above owners you now have the ability to overclock the stream processors. There is no other way to date that you can do this ( it's something that I stumbled across by accident!)
